Bob, age 76, passed away on December 11th, 2025, in Manteca, CA, surrounded by his loving family. He had fought a long battle with cancer, finally succumbing. He was born on October 2nd, 1949, in Kentucky, to Harold and Marcela O’Neill, the middle of three children.
Bob was a graduate of Carlisle High School (Pennsylvania), Sacramento State University, and the U.S. Army War College. He was a Vietnam Veteran, having served there in the Air Force, from 1968 to 1971. After being discharged from the Air Force, Bob perpetuated his long-time family military tradition by joining the California Army National Guard, rising through ranks and leadership positions to the rank of Colonel. His total military career spanned 35 years, ending as being Colonel in Military Intelligence.
Bob had a distinguished civilian career with the State of California, lasting 35 years, where he provided leadership through a variety of positions, ending as Deputy Director for the Department of Healthcare Services Audits & investigation Division, State of California.
Bob was predeceased by Leuenda Ann O’Neill, his loving wife of 30 years. Their love for each other made them an inseparable team, enjoying adventures together, family, work, and friends. Bob lost his heart to Leuenda, who he referred to as “The Cute One,” from the moment he met her at a July 4th BBQ in his backyard. He also spoke of her as: “the sparkplug who keeps the machine going;” the queen of the show and I am along for the ride;” and “I am the short, retired guy with the beautiful blond.” In their final times together, they shared the thought: “You know, Honey, we have built a nice life together, for us. We did it together.”
Bob was a natural and trained leader. Both in his civilian work and in the military, he was known as being honest, brave, a “straight shooter,” effective, and always doing the right thing in tough situations.
Bob was a loving husband, father, and caring grandfather. He leaves behind a blended family of three children: Christopher (Shannon), Karen (Robert), and Jessica, his beloved grandchildren, great grandchildren, nieces, nephews, and countless friends.
