Norma Elva Baxter, a retired public servant for the State of California, passed away peacefully at the age 91 on June 26, 2024. Norma's life was a testament to her vibrant and diverse interests.
Throughout her life, Norma found joy in many simple pleasures. An ardent supporter of the San Francisco 49ers, San Francisco Giants, and Sacramento Kings, she could often be found cheering for her favorite teams with unmatched enthusiasm. In quieter moments, she would immerse herself in books, savoring every page with a cup of Bigelow mint tea by her side. Norma's passion for gardening and cooking shone brightly; her BBQ sauce was renowned among friends and family.
Beyond her culinary talents, Norma possessed a warm personality that drew people to her effortlessly. Her gift of conversation allowed her to connect with anyone and everyone she encountered.
Norma is survived by a loving family who will forever cherish her memory. She is survived by her Daughter Debbie Merrill and Son-in-law Bob, Granddaughter Ryane Merrill, Granddaughter Katie Renaud, her wife Sheri, Daughter Donna Woodard, Son Stuart Baxter, Son Steven Baxter and Daughter-in-law Kelly, Grandson Craig, his wife Michelle, their sons Cullen and Bjorn; Grandson Matthew, his wife Amanda, and their children Joy and Jack.
Norma was preceded in death by her husband Gail Stuart Baxter (Pinky) and Grandson Justin Woodard.
A Celebration of Life service in honor of Norma will be held on July 29, 2024, at Federated Church located at 1031 Thompson Way, Placerville, CA 95667. The service will commence at 4:00 PM to commemorate a life well-lived until 5:00 PM.
Norma Elva Baxter will be dearly missed by all those whose lives she touched.
